COP-19: Many participants leave the conference in disappointment. COP-19 is not going to be remembered as the finance COP it was supposed to be. At the heart of a major dispute during the night was the continued unwillingness of industrialized countries to make bigger emission cuts, and a failure to actually provide the promised adaptation finance.
